2 Orange Soil & Water Incumbent Supervisors Clash For Same Seat

ORLANDO, Fla. (FNN NEWS) — The Orange Soil and Water Conservation District Supervisors race for public office are often overlooked by voters and the news media. This year, the Orange County Soil & Water race pits two incumbent District Supervisors against each other, but this unusual battle was not caused by a redistricting crisis.

There are currently three open District seats (1, 3, and 5) on the Orange County Soil & Water Board for the general election November 2016, according to Orange County Supervisor of Elections website.

Soil & Water District 1

Incumbent Supervisor Cynthia Ellenburg was elected to the District 1 seat with 39% of the votes in November 2012. However, she decided not to run for re-election against three challengers: Congressman Alan Grayson’s daughter Star Grayson, environmentalist Maria Bolton-Joubert, and attorney Michael D. Barber.

McLaren was elected to the District 3 seat with 60% of the votes in November 2012. She is running for re-election against District 1 Supervisor Ellenburg and former IT specialist Jimm Middleton. However, Middleton could end up being the smoking gun by winning in November, ending both Ellenburg’s and McLaren’s careers on the Soil & Water Board.

Soil & Water District 5

In August, Associate Supervisor Steven Beumer was appointed District 5 Supervisor by the Board of Supervisors to replace Andrea Hays after her resignation in March 2016 due to her recent move out of Orange County. Beumer is running for reelection against Dustin Bowersett, Richard Paul Danner, and Tiffany Dziekan in the general election.

Soil & Water Conservation District (SWCD)

Orange Soil and Water Conservation District (SWCD) is a governmental subdivision of the State of Florida and does NOT levy taxes, issue bonds, or have the means to enforce land use laws. SWCD relies solely on donations for financial support to develop and carry out various conservation and education programs.

SWCD’s three main partners are the United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS), the Florida Department of Agriculture and Consumer Services (FDACS) Office of Agricultural Water Policy (OAWP), and Orange County Government.

District Supervisors

The governing body of a soil and water conservation district consists of five elected supervisors. The office of a soil and water conservation district supervisor is nonpartisan and district-wide. Candidates are elected in a general election to a four-year term. Vacancies are filled by appointment by the remaining supervisors until the next regular election. Supervisors receive no monetary compensation for their services, but may be reimbursed for travel expenses. A district may hire employees and agents as needed.

Soil and Water Districts 2 and 4

Currently, District 2 Supervisor Daisy Morales, a former federal employee with 23 years of service with the U.S. Government, and District 4 Supervisor Eric Rollings, a real estate agent, were elected November 2014 for a four term. Election for their seats is November 2018.
